Anything running in the environment and missing from the catalog is shadow AI by definition. A discovery event starts a workflow instead of just producing a report: the asset is imported into inventory, given an initial risk tier, mapped to risk-proportional controls and routed to the right governance owner.

Approval then becomes enforceable. ModelOp defines the controls, tiers the risk, runs the approval and issues the enforcement signal to the API or network gateway the agency already operates. Approved models, agents and tools get a route and traffic flows. Unapproved or revoked assets are blocked and newly discovered assets stay blocked until governance clears them.

Every approval, exception, control attestation and test result is captured as it happens. An audit service tracks all changes, and versioned point-in-time snapshots let a reviewer reconstruct which policy applied to which AI system on which date. Model cards, risk assessments and control mappings generate automatically and export to Word, Excel, or JSON.

ModelOp sits above MLOps, GRC, ITSM and data management without replacing them, synchronizing metadata from 50+ AI technologies into one governing record. It references assets in place, so nothing moves. Governance data stays in the agency's own databases in a documented, open-standards schema.
