Automated PDF Accessibility Remediation for ADA Title II and Section 508

Accessibility On-Demand™ (AoD™) from Netra Labs is the first truly automated PDF remediation platform. Staff drop in a PDF, scanned or native, and click 1 button. AoD returns an accessible document that works with a screen reader, plus a Compliance Score Certificate that shows how it tested. Nobody on the team needs accessibility expertise, and there is no software to install.

ADA Title II requires state and local government web content, including PDFs, to meet WCAG 2.1 AA. Entities serving 50,000 or more people must comply by April 26, 2027. Smaller entities and special district governments follow by April 26, 2028. Federal agencies carry the same obligation under Section 508.

The documents that matter most are the ones the public meets first: the application, the permit, the benefits form. When those files fail a screen reader, a resident loses a service they are entitled to use. Forms should go first in the remediation queue instead of last.

We built Level 2 first, and it is where most customers start. It takes any PDF with no human in the loop and handles OCR, reading order, complex tables, contextual alt text and fillable forms.

Level 2 carries a guaranteed 95%+ Compliance Score on WCAG 2.1 AA and PDF/UA, and an independent validator (Axes4) checks every document. If a document misses, you pay nothing for it. Level 1 is the same drop-and-click, priced for text-based, single-column documents. Level 3, Expert Review, adds a certified accessibility expert for the highest-stakes files.

Why 2 scores? Section 508, ADA Title II, EN 301 549 and Canada's AODA all point to those 2 standards. AoD computes each score instead of asserting it: checks passed divided by total checks, per standard. A score is not a legal verdict, but it is the objective test an auditor is likely to run, so you can judge AoD on the certificate rather than on our word.

Fillable forms are the hardest PDF type. The field and its visible label sit in the file as separate objects, and hand remediation commonly runs $50 to $200 a page. AoD pairs every field with its label, writes the tooltip a screen reader announces and sets the tab order to follow the page. It flags ambiguous fields for review and never guesses.

Remediation is not redesign. AoD adds the structure assistive technology needs and leaves the visual document as it is. Source problems such as low color contrast stay where they are.

More than 3,000 organizations are on the platform, including federal agencies such as GSA, NOAA and USDA. AoD processed 600,000 pages in May 2026, including 50,000 pages in 1 day for one customer. A state energy agency timed the same job at 36 hours by hand and 1.5 hours in AoD.

A REST API returns the same remediated PDF and certificate from inside a CMS, records system or publishing workflow. AoD runs on FedRAMP-authorized AWS infrastructure, and we expect to complete our SOC 2 Type 2 audit in January 2027.

Pricing is outcome-based, with no platform fee, subscription or per-user license. Public sector buyers can purchase through Carahsoft's cooperative contracts. Every new account starts with a free trial on 100 pages of its own documents.

FAQ

Can AoD remediate scanned PDFs and fillable forms?

Yes. Level 2 accepts any PDF, whether scanned, native or a mix of the 2, and runs OCR where it is needed. For fillable forms, AoD connects each field to the label a person sees, adds the spoken tooltip for that field and fixes the tab order. AoD sends anything ambiguous to review and does not guess.

How is the AoD Compliance Score calculated?

Axes4, a third-party validator, tests every document, and each standard gets its own score: the share of its checks that pass. The Compliance Score Certificate that ships with the remediated PDF reports both. Level 2 guarantees a 95%+ score on both, and a miss costs you nothing.

Which accessibility standards does AoD remediate PDFs to?

PDF/UA and WCAG 2.1 AA. The ADA Title II rule, Section 508, EN 301 549 and AODA all reference them, and AoD reports a score against each. The score does not settle a legal question, but auditors will likely run the same kind of check.

Will AoD change how my documents look?

No. AoD works on the structure underneath the page, adding tags, reading order and image descriptions, and the visual layout stays as it was. That also means a low-contrast color scheme in the original stays in the result.

How can public sector organizations buy AoD?

Through Carahsoft, on NASPO ValuePoint Cloud Solutions, TIPS, OMNIA Partners Region 4, E&I and The Quilt. These cooperative contracts let many buyers skip a separate competitive procurement. We recommend starting with the free trial, which covers 100 pages of your own documents, and running your hardest form first.
