Carahsoft’s Technology Vendors

Connect Your IT Solution to RHTP Funding Opportunities

The Rural Health Transformation Program (RHTP) is creating new opportunities for technology vendors to support rural healthcare modernization. Carahsoft and Live Oak Solutions help technology companies identify state priorities, align solutions with eligible rural health projects, connect with potential provider partners and prepare compliant funding pursuits.

Turn Your Technology into a Funding-Ready Solution

Grant discovery works best when it begins with more than a product category. Carahsoft and Live Oak Solutions streamline help procurement by translating your technology capabilities into a funding-ready profile that connects your solution to the needs of rural healthcare providers.

Where Your Technology Can Support RHTP Priorities

Rural healthcare organizations face persistent challenges involving access, workforce capacity, aging infrastructure, cybersecurity and fragmented health data. Explore how your solution can address the following rural healthcare needs, while aligning with a state's RHTP priorities to produce measurable outcomes.

RHTP Vendor Roadmap

From Capability Intake to Funded Implementation

1. Establish Your Funding-Ready Profile

Subscribe to Live Oak's Grant Leads platform and provide a clear view of your solution, target buyers, rural health use cases, deployment model, pricing, supported outcomes, priority states and existing provider relationships.

2. Map Your Solution to State Priorities

Leverage Grant Leads and Live Oak's funding expertise to identify active and forecasted RHTP opportunities and evaluate them based on solution fit, applicant eligibility, timing, funding availability and customer relevance.

3. Build the Evidence

Compile the evidence reviewers and provider partners will need, including outcomes data, case studies, references, implementation timelines, total cost of ownership, cybersecurity posture, interoperability requirements and sustainability considerations.

4. Identify Provider Partners

Connect RHTP funding opportunities with rural hospitals, health systems, clinics, networks and other eligible organizations with documented needs and the capacity to serve as the applicant when the state program requires a provider-led submission.

5. Build and Submit the Pursuit

Live Oaks develops the application narrative, budget and compliance package. The eligible provider authorizes and submits the application while the technology vendor contributes technical, pricing, implementation and outcomes information.

6. Prepare for Purchase and Implementation

When funding is awarded, Carahsoft helps coordinate a streamlined acquisition path consistent with applicable requirements while the technology vendor implements the solution and supports outcome reporting.

Role clarity: For a provider-sponsored grant, the provider is the applicant. Live Oak leads application development, the vendor contributes solution evidence, and Carahsoft helps coordinate the technology and purchase path. No participant can guarantee an award or bypass procurement requirements.

Frequently Asked Questions

Can technology vendors apply directly for RHTP funding?

No. Vendors cannot apply directly to CMS for RHTP awards. Eligibility for downstream state opportunities varies. Many provider-focused pursuits require an eligible rural healthcare organization to serve as the applicant, while direct technology procurements follow the state's solicitation rules.

Does Live Oak’s Grant Leads subscription guarantee qualified opportunities or awards?

No. The platform and advisory process improve discovery and qualification, but opportunity availability, applicant eligibility, competitiveness and award decisions remain outside Carahsoft's and Live Oak's control.

Does the rural healthcare provider have to select the participating technology vendor?

No. Healthcare organizations retain vendor choice and must follow the procurement requirements that apply to its organization, the state program and the award.

Who develops the grant application?

Live Oak Solutions’ grant experts can develop the narrative, budget and required application materials. The eligible healthcare provider reviews, authorizes and submits the application with coordination support from the vendor and Carahsoft.

Can RHTP funding cover the entire cost of a technology solution?

Some opportunities may cover all eligible project costs, while others may require funding limits on eligible expenses. The specific state program, solicitation, budget and award terms determine the final amount of coverage.
