Government contractors gathered at Carahsoft’s Reston office for The Future of GovCon Forum to discuss the Government contracting community navigating one of the most consequential stretches in recent memory. From budget developments and the largest expansion in National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement’s (SEWP) history to the growing influence of artificial intelligence (AI) across the capture-to-close lifecycle, the day’s sessions reflected a Federal technology community embracing new opportunities, strengthening capabilities and driving innovation across the market.
Five insights emerged that define how Government contractors, resellers, Original Equipment Manufacturers (OEM) and their Government customers can navigate the road ahead.
Federal Agencies Continue Prioritizing Technology Innovation in FY27
Harvey Morrison, co-founder and CEO of Marion Square, opened the forum with a market outlook. The FY27 Federal budget is still taking shape. While agencies continue to refine priorities and funding allocations, one trend has remained consistent for years: the Federal Government continues to increase its investment in technology. That commitment to modernization continues as agencies seek more efficient, secure and effective ways to accomplish their missions.
The outlook varies across the Federal landscape. According to Morrison, The Department of War’s (DoW) budget request points to significant opportunities, with additional funding proposals potentially expanding investments in mission-critical capabilities and technology initiatives. While some priorities are still being finalized as part of the broader budget process, organizations that stay closely aligned with evolving agency priorities will be best positioned to capitalize on emerging opportunities.
A number of agencies are even further ahead, having secured multi-year funding dedicated to AI, modernization and other strategic initiatives. With funding already in place, these organizations offer a clear view into long-term priorities and technology roadmaps. The forum’s guidance for FY27 planning was straightforward: understand how programs are funded, align solutions to agency priorities and focus on organizations with a clear commitment to modernization and innovation.
NASA SEWP VI’s Major Expansion Redefines What Competitive Advantage Looks Like
Few contract vehicle transitions will reshape the reseller landscape as dramatically as the move from NASA SEWP V to SEWP VI, according to Oliver Taylor, Chief Operating Officer at Govly. The new contract will bring in more prime contractors than its predecessor, restructuring the classic reseller model into new categories that also open the door to enterprise-wide services and small-business-focused work. Program leadership has been clear that there will be no cap on the number of prime contractors.
The transition is happening quickly as SEWP VI’s ordering period is set to begin later this year, close on the heels of SEWP V’s own ordering period wrapping up, and the new contract will run for a full decade. Taylor pointed to automated intake and triage of solicitations, faster coordination with distributors on pricing and deal registration and disciplined compliance tracking as the areas separating top performers from the rest of the field.
Policy Fluency and Genuine Relationships Remain the Ultimate Differentiators
During the panel “From Policy to Pipeline: The New GovCon Growth Engine,” Dr. Amit Elizari, CEO and co-founder of OpenPolicy, was direct that policy awareness is now a core piece of go-to-market intelligence. Agency requirements are often shaped well before a formal solicitation appears — through regulatory and policy channels most competitors never track. Companies that help shape those requirements early, particularly through coalitions and trade associations, are recognized by Government as contributors to the process rather than simply vendors responding to it.
That same urgency extends to relationships. Jason Bagshaw, senior principal enterprise sales representative at Dell Technologies, described an administration prioritizing speed of execution, opening the door for non-traditional contractors to reach conversations historically reserved for large, established integrators. But the consensus was equally clear that AI is an enabler of relationships, not a replacement for them. Washington’s contracting community was built on human-to-human trust and the companies best positioned to win pair AI-driven market and policy intelligence with real relationship-building.
Eliminating Administrative Burden with AI
During the panel “The AI-Powered GovCon: From Proposal to Performance,” John Cofrancesco, CEO and co-founder of American AI Logistics, emphasized the importance of pursuing opportunities where organizations can bring unique expertise, established relationships and a clear understanding of customer needs. Rather than treating every solicitation the same, successful contractors are using data, experience and strategic alignment to focus on opportunities where they can deliver the greatest value.
Panelists representing capture, project management and contract intelligence platforms agreed that AI is transforming the GovCon lifecycle by automating routine administrative tasks and accelerating business processes. By reducing manual workloads, AI enables teams to devote more time to high-impact activities such as capture planning, proposal development, customer engagement and mission-focused solution design.
That same approach is reshaping how organizations manage data and operations. A connected system that links capture, proposal, contract and delivery activities provides greater visibility across the business and helps leaders make more informed decisions. Beyond improving operational insight, integrated data can reveal new growth opportunities, identify customer needs and strengthen long-term relationships by providing a deeper understanding of purchasing trends and mission priorities.
Secure Collaboration and Connected Systems Form the Backbone of the Modern GovCon Enterprise

Chris O’Rourke, account executive for Federal at Zoom, used his innovation spotlight to highlight the growing importance of seamless collaboration across agencies, partners and stakeholders. As Federal missions become increasingly interconnected, organizations are seeking secure, modern communication platforms that enable teams to share information more effectively and work together regardless of organizational boundaries. O’Rourke pointed to secure multi-tenant collaboration environments, modernized phone and fax capabilities and AI-powered omnichannel contract centers with real-time translation as technologies that can enhance communication, improve accessibility and support mission success.
The forum’s closing panel, “Building the Modern GovCon Enterprise,” extended this theme to enterprise architecture more broadly. Christy Wilson, head of partnerships and Government relations at Unisolutions, emphasized that integrating business systems across functions creates a stronger foundation for operational visibility, compliance and workforce management. By connecting information across HR, IT and identity systems, organizations can streamline processes, improve decision-making and better support employees throughout their lifecycle. She shared examples of State Governments achieving meaningful operational improvements through unified enterprise platforms that bring together previously separate systems and data sources.
Tabitha Hancock, identity services general manager at UberEther, added that Zero Trust and identity governance continue to be foundational priorities across Government. She encouraged agencies and contractors to adopt mature, proven solutions that can accelerate implementation while supporting evolving compliance requirements. As AI adoption grows and machine identities become an increasingly important part of the digital ecosystem, organizations have an opportunity to extend modern identity and governance practices across both human and non-human users, helping ensure security, trust and operational resilience in the next generation of Government technology environments.
The Future of GovCon Forum reinforced that success in today’s Government contracting market depends on synchronized attention to budget realities, contract vehicle shifts, policy dynamics, responsible AI adoption and connected enterprise systems, not any single lever pulled in isolation. Contractors are not simply reacting to solicitations as they appear; the companies best positioned for FY27 and beyond are those tracking the policy, funding and technology signals that shape opportunities long before they reach the street.
