Over the last year, the Department of Government Efficiency (DOGE) implemented budget initiatives across federal agencies that resulted in resource and workforce constraints. In December 2025, Carahsoft commissioned Forrester Consulting to analyze how US government agencies have changed their cybersecurity strategies due to leaner budgets and teams. Forrester conducted a survey of government cybersecurity leaders to understand how agencies are maintaining their cybersecurity postures. 

Over half of respondents say that budget constraints have had a negative impact on their department’s ability to maintain core SecOps.
