Fraud, waste and abuse detection was highlighted as one of AI’s most promising near-term applications. Presenters described AI models that analyze provider behavior, payment patterns and suspicious code combinations to flag anomalies for human review. A newly built “virtual investigator” agent goes further, independently identifying relevant data, selecting an appropriate analytical approach and assembling case documentation, dramatically compressing the time investigators spend on fact-finding while keeping a human decision maker firmly in the loop.
AI is Helping States Ease Workforce Strain and Improving Care Quality
Voice-based AI tools allow assessors to step away from manual data entry during patient interactions, automatically capturing pre-assessment summaries and contextual details so staff can focus on the person in front of them rather than the screen. The session also showcased AI-powered translation designed to extend support to languages that lack readily available human interpreters, preserving natural conversational elements to improve accessibility for members who might otherwise struggle to communicate with their care teams.
Application Rationalization Brings Discipline to Modernization Roadmaps
A companion session on data-driven application rationalization reinforced that successful modernization starts with disciplined decision-making, not technology selection. One State Medicaid organization evaluated roughly 70 applications against consistent business and technical criteria to determine which systems to retain, enhance or retire, aligning IT and program leadership around a shared, evidence-based roadmap. That same discipline complements the AI-powered modernization accelerators Optum presenters described, which analyze legacy source code and metadata to generate migration-ready code, documentation and test data, with the potential to cut certain modernization costs by roughly half.
Responsible AI and Smart Procurement Turn Vision into Reality
Presenters advised that governance must precede deployment. States were encouraged to define system ownership, accountability and performance measures up front, subject AI tools to rigorous bias and performance testing across populations and ensure new solutions integrate with existing technology ecosystems rather than creating new silos.
