The 21st Century Integrated Digital Experience Act (IDEA) is a bill that was signed into law on December 20, 2018. It’s designed to transform the federal government's digital service delivery through website modernization, improved accessibility, adoption of digital forms and signatures, and ultimately prioritize the citizen and employee experience.

Within 180 days from the enactment of the bill (June 18, 2019), federal agencies are required to enact on and report on progress of:

  • Establishing consistent and secure websites that are 508 compliant
  • Ensuring websites are user-friendly and accessible across devices
  • Utilizing analytics to build or modify existing websites around users' needs and continuously measure engagement and effectiveness
  • Prioritizing the customer experience, with a focus on personalization of content
  • Modernizing internal digital services for government employees
  • Offering digital options for all paper-based forms and adopt the use of electronic signatures
