The old way of doing things was manually filing things and then it progressed to data, but still it was on the user and the user classification process. Today there's technology out there that helps you auto-classify the information. The first piece of it is what should be determined to be a record and what is not a record? There are intelligence in classification engines these days that can help government agencies automate that process.

You think about how much risk you're taking out if you eliminate the human element of that process, there's a lot of value to be gained there. No system’s ever going to be perfect, but statistics will back up the fact that auto-classification is much more statistically accurate than the human element.
