The Department of Defense has a vast and widely complex manufacturing system that needs to be both technologically modern but also cost effective. Nearly 44% of the total Defense budget, an astonishing $284 billion, is allocated towards the operations and maintenance of their 400,000 tactical and combat vehicles, 17,000 aircrafts, and 200+ ships.

Situational awareness can be defined simply as awareness of what’s going on around you. For individuals, this means understanding your immediate surroundings and seeing who is there, where the nearest exit is, how far is the next intersection, and other direct geographical components. For those involved in national security, situational awareness is decidedly more complex. Situational Awareness in the DoD encompasses the knowledge and understanding of what is happening on networks, the cyber security systems in place that defend them, and what is happening with forces deployed world-wide.

The Defense Information Systems Agency (DISA) shut down Defense Connect Online (DCO) on June 24th. Instead of extending DCO or soliciting the industry for a competition in providing a collaboration solution, DISA opted to try to build their own collaboration tool, Defense Collaboration Services (DCS).
