In 1996, NIST developed FIPS, or the Federal Information Processing Standards, under the Information Technology Management Reform Act (Public Law 104-106). The act was originally issued to establish technology standards for non-military government agencies; the act has since evolved to keep up with the IT landscape, including mobility.
