The State of Virginia has entered into a contract with Carahsoft for Cloud Solutions. This contract vehicle is a participating addendum that acts as an extension of Carahsoft’s NASPO ValuePoint contract. All public agencies within the State of Virginia are able to utilize this contract vehicle to procure cloud solutions via a state contract.
SCOPE DOCUMENT FOR NASPO CLOUD AGREEMENTS
The scope of this contract is to provide software and/or services related to cloud solutions.
Cloud solutions/software that have an estimated total value greater than $250,000 cannot be purchased via this contract by Executive Branch agencies.
The contract allows Authorized Users to choose cloud solutions that meet the following descriptions:
Sub-categories in scope are the three NIST Service Models, Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).
VITA’s Enterprise Cloud Oversight Service (ECOS) provides oversight functions and management of cloud based services, specifically focused on software as a service (SaaS).
ECOS is a service specifically created for third party vendors offering software as a service (SaaS) applications.
ALL CLOUD RELATED SOLUTIONS/SOFTWARE MUST HAVE AN ECOS ASSESSMENT. THE ASSESSMENT COMPONENT IS A PRE-PROCUREMENT QUESTIONNAIRE THAT WILL BE COMPLETED BY THE PROPOSED SUPPLIER(S) AND REVIEWED BY VITA’S ENTERPRISE SERVICES DIRECTOR AND THE SECURITY ARCHITECH.
In addition to the ECOS assessment, suppliers must agree to “Exhibit X – Cloud Services; additional contract terms and conditions. This Exhibit (“Exhibit”) sets forth additional terms and conditions under which Supplier shall provide such Licensed Services (“Licensed Services”) to VITA and Authorized Users.
SaaS is the capability to use the provider’s applications running on a cloud infrastructure. The applications are accessible from various client devices through either a thin client interface, such as a web browser (e.g., web-based email), or a program interface. The provider manages or controls the underlying cloud infrastructure including network, servers, operating systems, storage, or even individual application capabilities, with the possible exception of limited user specific application configuration settings.
