The complex event is the occurrence of a vessel that is calculated to be of high risk, based on data derived from the vessel's position, travel history, cargo, and passenger manifest. Effective response would be to alert appropriate watch officers who may request interdiction of the vessel prior to its entry into port so that the crew, passengers, and cargo can be properly inspected.
